1. (Cognate debate) Building Services (Complaint Resolution and Administration) Bill 2010;
Provides for an efficient and modernised complaint resolution system for building services delivered in WA.  It also creates a statutory officer called the Building Commissioner as principal regulator of building standards and building services in WA.

Building Services (Registration) Bill 2010
Will create a flexible legislative framework for the registration and regulation of building service providers.  It will abolish the Builders’ Registration Board, Painters’ Registration Board, Building Surveyors Qualifications Committee and Building Disputes Tribunal.  This Bill works in conjunction with previous named Bill.  The newly created Building Commissioner will be the principal regulator of all building service providers and building standards.  A single Building Services Board will be established.

Building Services Levy Bill 2010
Bill provides for a levy to be imposed on persons to whom permits and building approval certificates are granted under the Building Bill 2010.

2. Building Bill 2010
Sets out the process for setting building standards and ensuring the standards are met through a system to certifying compliance, granting building, demolition and occupancy permits, inspecting building work and reporting on maintenance of essential services in buildings.
Bill replaces Parts VII, IX and XV of the Local Government (Miscellaneous Provisions) Act 1960.

3. Commonwealth Heads of Government Meeting (Special Powers) Bill 2011
Provide police and authorised people with the powers needed to promote the safety and security of people attending CHOGM in Perth in 2011, including associated events, functions and activities.

Provides security powers for police and authorised people to use in designated security areas, additional powers to close road and coercive hearing powers to assist in gathering evidence of suspected offences aimed at disrupting events or harming delegates and property.

4. Fish Resources Management Amendment (Fees) Bill 2010
The Bill will amend the Fish Resources Management Act 1994 (the Act).  The amendments address issues raised by the Joint Standing Committee on Delegated Legislation in relation to the fees charged under the Act.

5. Fish Resources Management Amendment (Fees) Bill (No.2) 2010
The Bill complements the Fish Resources Management Amendment (Fees) Bill 2010.  It provides that where a fee for the issue of an authorisation under the Act includes an amount that is construed to be a tax, then the management plan or regulations may impose the tax.

6. Professional Combat Sports Amendments Bill 2009
The Bill will establish a broader regulatory coverage of combat sports events in WA by removing the term “professional” and ensuring that all combat sports contestants will enjoy the same level of health and safety controls enjoyed by professional participants since the Professional Combat Sports Act was passed in 1987.  The Bill will establish a Combat Sports Commission to replace the existing Professional Commission and will extend the Act’s regulatory coverage to include amateur sports contests.

7. Police Amendment Bill 2010 (Legislative Council amendments)
This Bill acts on a recommendation made by the 2004 Royal Commission Into Whether There Has Been Corrupt or Criminal Conduct by Any Western Australian Police Officer – a provision to enable the Commissioner of Police to charge fees, cost-recover or facilitate third party funding for police services at special events.  The Bill will introduce a charging regime only for events at which a charge is made for admission to the event or to participate in event(s) which are run for commercial gain or under a commercial arrangement.  The event must also be expected to attract at least 5,000 participants or be an event for which the Commissioner for Police considers it necessary to assign at least 10 police officers.

8. Criminal Code Amendment (Infringement Notices) Bill 2010 (Legislative Council amendments)
The Bill will amend the Criminal Code to introduce a new scheme into Western Australia whereby infringement notices can be issued for Criminal Code offences that are considered relatively low level or minor.

9. Criminal Investigation Amendment Bill 2010
(Legislative Council amendments)
The Bill will amend the Criminal Investigation Act 2006 to authorise certain persons to conduct non-intimate, intimate and internal forensic procedures.

10. Road Traffic Legislation Amendment (Information) Bill 2010
The Bill will amend the Road Traffic Act 1974, Road Traffic (Administration) Act 2008 and the Road Traffic (Authorisation to Drive) Act 2008 in relation to the disclosure of certain classes of information, the provision of photographs and signatures on leaners’ permits and for related purposes.
